Residential Rehabilitation Assistance
Program (Rental RRAP)
Program Description
Through Newfoundland Labrador Housing, Rental RRAP is
designed to provide funding to:
Specifically target repairing and upgrading substandard,
self-contained rental units for households with income less than
$32,500.
Eligibility Criteria
Who is eligible?
Eligible property owners are private landlords that provide
permanent (long-term) accommodation to low-income renters.
What types of repairs are eligible?
Properties must be substandard and require major repairs to
bring them up to minimum health and safety standards.
Eligible property owners will be required to sign an
operating agreement to last for a period of ten years.
Grant Funding
A forgiveable loan is available up to a maximum of $12,000
per unit in Newfoundland and $18,000 per unit in Labrador.
A single landlord can receive assistance for a maximum of
five units in a given year.
Landlords are required to report back annually on the
household income levels of tenants in renovated units.
Landlords are required to agree to rent the renovated unit
at the median market rent or less for a specified period of time.
Applicant Selection
Because of limited funding, criteria for determining
successful landlord
applicants will include items such as: housing demand in the
geographical area and timeliness of application.
Client Selection
If a renovated unit becomes vacant, the landlord will be
required to
consult with the regional NL Housing office to determine if there is an
appropriate waitlisted applicant in the area that can fill the
vacancy
